The organizer presents 2026 as the restored Seiden completion year, giving the annual festival unusual symbolic weight after the 2019 fire. Completion year does not mean visitors can enter the restored Seiden during the festival. Shurijo Castle Park's official reopening notice sets general public access to the Seiden for November 23, following a ceremony on November 22. The festival ends on November 3, so plan it as a cultural event around the castle grounds and city—not as an interior reopening visit.

On Sunday, November 1, the Ryukyu Dynasty Picture Scroll Procession is scheduled on Kokusai Street. It recreates a royal outing with the King, Queen, Chinese investiture envoys and traditional performing groups. The organizer confirms the day and venue, but a final public start time, viewing-zone map and full route were still unannounced as of September 8.
On Monday, November 2, the King and Queen appearance is scheduled at Shurijo Castle. On Tuesday, November 3—Japan's Culture Day public holiday—the Ryukyu Dynasty Festival Shuri ancient procession moves through the Shuri district, recreating the king's pilgrimage to three temples to pray for peace and a good harvest. Exact public times and final operating areas for both days remain unannounced.
Treat these as three different trips. Kokusai Street is in downtown Naha, while Shurijo is east of the center. Do not arrive at the castle on November 1 expecting the principal picture-scroll procession, or wait on Kokusai Street for the November 3 Shuri procession.

Watching versus joining the November 1 procession
The original general-participant recruitment for the picture-scroll procession has closed. A distinct Ichari ba Chode public-participation program opened on September 7 for 40 people aged 16 or older. Participants perform the hand dance Akata Sundunchi on Kokusai Street; the organizer lends the costume and includes a Ryukyu Mura admission invitation.
The fee is ¥3,000 including tax. The official program runs approximately 12:00–15:00 on November 1, with a 12:00 meeting at the first-floor entrance of the Okinawa Times Building, 2-2-2 Kumoji. Registration closes at 18:00 on October 31 or as soon as all 40 places are taken. Use the Peatix link from the organizer page and confirm availability and cancellation terms before paying.
For spectators, the reviewed official pages do not announce a festival-wide admission gate, mandatory public-viewing reservation, reserved-seat product, price or sellout condition. That absence is not a guarantee that every curb will remain open: final crowd-control zones can still restrict where people stand.

Shurijo admission and what your ticket covers
Shurijo Castle Park's current English fee page lists the paid area at ¥400 for adults, ¥300 for high-school students, ¥160 for elementary and junior-high students, and free for children under six before the November 23 reopening. Public outdoor areas and a festival procession are not automatically the same product as the paid castle area.
The organizer had not published the final 2026 festival access boundary, whether any principal program enters the paid area, or any event-specific spectator ticket as of September 8. Buy an ordinary park ticket only for the area you intend to visit, and recheck the dated festival map before assuming it provides a viewing place. The Seiden reopening price change applies from November 23, not during this festival.

Access from central Naha and the airport
For November 2 or 3, the official English access guide recommends the Yui Rail to Shuri Station followed by a normal walk of about 15 minutes to Shureimon. A local bus from Shuri Ekimae to Shurijo-mae leaves roughly a one-minute walk under ordinary conditions. Festival controls, heat and crowds can make either transfer slower.
For the November 1 downtown procession, use a central Naha rail station that matches the final route once published rather than traveling first to Shuri. Kokusai Street spans several blocks between the Prefectural Office and Makishi areas, so the best station depends on the viewing point. Save both ends of the street and follow temporary pedestrian instructions.
The park's normal guide estimates 15–25 minutes by taxi from central Naha or Kokusai Street, but congestion and closures can invalidate that estimate. No final festival parking plan, road-control map, special bus pattern or accessible drop-off point was published in the reviewed 2026 notices.

Rain, typhoons, traffic and crowd decisions

The final 2026 road closures, bus diversions, parking restrictions, accessible viewing space and crowd-entry plan remain unannounced. Public transport is the safer default, but confirm your exact station and last practical return after the route notice appears.

Photography, accessibility and visitor conduct
No final 2026 organizer rule for tripods, flash, commercial photography, drones or live streaming was published in the reviewed festival notices. Keep equipment handheld and inside your body line, never enter a procession lane, and obey signs and staff. Ask before closely photographing individual participants, especially children.
No final accessible viewing platform, step-free procession approach, stroller policy or mobility-assistance procedure was announced.
