Why Do Japanese Train Stations Have So Many Exits?
A station exit is the endpoint of a layered pedestrian network. Lines, operators, concourses and city blocks meet underground—then many routes distribute people to the right side of the street.
Large Japanese stations are often not one hall with too many doors. They are layered transport districts assembled over decades: several lines may sit at different depths, separate operators may manage adjoining facilities, and paid gates feed public concourses that extend beneath multiple blocks. Surface exits shorten detours, spread pedestrian flows and connect directly to streets, offices, shops and other railways. That is why the exit name matters. A ticket gate, a numbered street exit and a building connection are different things—and the nearest stairs are not necessarily the step-free route. Small stations can still have only one or two exits; this is mainly a big-hub and dense-city phenomenon, not a rule for every station in Japan.
Shinjuku’s current official information is split among JR East, Tokyo Metro, Toei and Odakyu maps. The shared place name does not mean one operator designed one building.

Three signs that are easy to confuse
‘Exit’ can mean three different thresholds.
Ticket gate
A kaisatsuguchi is the fare boundary between paid and unpaid space. East, West, Central or New South gate names usually describe where you leave a particular operator’s paid area.
Surface entrance or exit
A numbered or lettered exit is normally a route from an unpaid concourse to street level. It may end at stairs, an escalator or a designated elevator some distance from the gate.
Passage or building connection
A public east–west passage or a doorway into a department store, office complex or underground mall can extend the station network without being a ticket gate at all.
Start with the footprint
One station name can cover several pieces of railway.
At a simple local station, the mental model works: platform, gate, street. At a metropolitan interchange, it fails. The same place name may identify adjoining stations operated by different companies, several lines owned by one operator, and pedestrian connections that continue beyond any one railway’s property. Each part was designed around its own track geometry, construction era and fare system.
Shinjuku makes this visible. JR East publishes maps for three levels of its station. Tokyo Metro publishes a separate Marunouchi Line map and exit search. Toei maps its Shinjuku and Oedo line facilities, while Odakyu has another plan showing its paid area, unpaid area and barrier-free route. These are not competing drawings of one identical room. They describe different parts of a connected transport district.
Otemachi offers a quieter example. Four Tokyo Metro lines share the name, but the operator lists one station-office address for the Tozai Line and another for the Marunouchi, Chiyoda and Hanzomon lines. A traveler sees one dot on the network map; the physical station stretches through the blocks below it.

Why the branches multiply
The railway is narrow; the destinations around it are not.
A platform follows a line. The city above spreads in every direction. If every passenger had to emerge from one doorway, people heading to the opposite side would crowd the same stairs, cross busy roads and walk around long station buildings or rail corridors. Multiple exits turn the unpaid concourse into a pedestrian distributor.
That distribution is especially valuable where tracks divide neighborhoods. Shinjuku Ward says the East–West Free Passage was created to reconnect areas separated by railway facilities and improve pedestrian circulation. The project widened and converted a route inside JR Shinjuku Station into a public passage about 100 meters long and 25 meters wide. It opened in July 2020, and the ward records completion of all related work in March 2024.
The passage did not make every route identical. It added a clear public spine to a station that still has different gates, levels and operator areas. This is how large stations evolve: a new corridor, elevator or redevelopment can improve the network without rebuilding the entire hub from scratch.
How the city enters the station
Some exits are pieces of buildings, not freestanding staircases.
In dense business and shopping districts, a concourse may connect directly to an office tower, department store, underground mall or hotel. That saves space at the curb and lets people move out of weather and traffic. It also means the route depends on another facility’s structure and sometimes its operating hours.
Tokyo Metro’s official exit search distinguishes elevators to the surface, nearby buildings and exits with limited hours. Its Shinjuku information also marks some exits closed. Those details reveal that an exit number is not a permanent promise that every door is open at every time; construction, redevelopment, inspections and building schedules can change the usable path.
A building connection may feel like part of the station because the signage is continuous, but the final doorway can belong to a different manager. For an early departure, late arrival or step-free journey, the current operator map matters more than a photo or blog post from a previous year.
What the labels actually do
Letters and numbers are local coordinates, not a national code.
Exit A1 does not have the same meaning across Tokyo. Letters and numbers organize one station or connected complex; the scheme can restart elsewhere and can differ between operators. Cardinal names such as East or West usually describe gates or sides of a station, while numbered exits identify specific paths from an unpaid concourse to the surface.
This is why ‘meet at Shinjuku East Exit’ can still be ambiguous. It may refer informally to a wide district, formally to a particular JR gate, or loosely to the east side of the station. A precise rendezvous adds the operator, gate or exit label and a landmark: for example, a named gate followed by a specific building or plaza.
The label is useful precisely because the network is complex. It compresses a sequence of turns, stairs and street crossings into one endpoint that can be printed on a venue’s access page. Treat it like the last coordinate of the journey, not a decoration added after arriving at the station.
Accessibility changes the route
The nearest exit may not be the usable exit.
An exit can contain only stairs. Tokyo Metro therefore publishes a separate barrier-free route and defines ‘One-route’ as one or more paths connecting ground, gate and platform by elevator, slope, stairlift or wheelchair-accessible escalator. The definition is deliberately about a complete route. An elevator somewhere in the station is not enough if another step interrupts the journey.
Otemachi shows how specific the instructions can become. Tokyo Metro’s current accessibility page identifies particular elevators from particular gates to exits or connecting passages, and gives operating hours for one route. It also notes that some mobility-scooter transfers cannot use the underground passage even though the lines share the station name.
Wheelchair users, travelers with large luggage, people with strollers and anyone avoiding long stairs should choose the accessible surface exit before following the shortest-looking arrow. Elevators may require a different gate or a longer corridor. Maintenance can temporarily remove the expected route, so check the operator’s current elevator notice and ask staff before leaving the paid area if the path is unclear.
A useful correction
Many exits are not uniquely Japanese—and not every Japanese station has them.
London, Paris, Seoul, New York and other rail cities also use multiple entrances and long underground connections. The engineering problem is universal: platforms are linear, destinations are dispersed, and busy streets are difficult to cross. Japan’s large hubs can feel especially intricate because intense rail use, several private and public operators, rail-led commercial development and formal exit labeling are layered together.
Outside those hubs, the picture changes quickly. A rural halt may have one platform entrance. A suburban station may have a north and south gate linked by a bridge. Newer metro stations can have a compact set of numbered entrances designed at once. Region, terrain, operator and construction history matter more than a single national rule.
Calling every large station a maze also misses its purpose. Complexity is real, but many branches exist to shorten the journey after the correct branch is chosen. The problem for a first-time visitor is not that the network lacks order; it is that the relevant order is local and must be read before reaching the final fork.
For a traveler
Navigate destination-first, not station-first.
Before boarding, open the destination’s official access page and note the railway operator, line, station, exit or gate, and walking time. On arrival, follow the line-colored signs to the named gate, then the exit label, then the landmark. Searching only for the street address after reaching a huge underground concourse often creates unnecessary backtracking.
If you have luggage or need a step-free route, check the operator’s station map for the complete elevator path. Do not assume the exit closest to the destination on a street map has an elevator. If the indicated building is closed, use the operator’s current map to find the nearest public exit rather than forcing a locked connection.
For a transfer, keep the gates-versus-exits distinction in mind. A transfer sign may lead through a paid connecting passage, require a special gate, or send you into the public concourse for a new entry. Follow the named railway and line, and ask staff before tapping out when the route is uncertain. The best exit is the one that matches the next action—not necessarily the first staircase you see.

A long exit list is a diagram of how the station and city grew together.
The exits multiply because a major station does several jobs at once. It transfers passengers among railways, separates paid and public circulation, crosses barriers created by tracks, connects private buildings and distributes people across streets that were never designed as one station forecourt.
That system was assembled, revised and extended over time. The seams remain visible in separate maps, long transfers, letter groups and routes that open with a building. Those seams can be confusing, but they also explain why one station name can provide direct access to so much of a district.
Read the exit number as a final piece of transport information. Once the correct endpoint is chosen, the many-exit station stops being one giant room to escape and becomes what it really is: a pedestrian network beneath the city.
