Why Does Public Signage in Japan Use So Many Pictograms?
How crowded transport spaces, multilingual travel, JIS and ISO standards, accessibility and repeated testing made small images part of Japan’s public infrastructure—and why an icon never works alone.

Japan uses many pictograms because stations, airports, streets and public facilities must help large numbers of people make quick decisions, including travelers who do not read Japanese. A picture can compress a destination, service or instruction into a form that is easier to scan than several translations. National JIS standards, international ISO standards, universal-design policy and major travel events helped make the symbols more consistent. But they are not a universal language by themselves: meaning still depends on testing, location, arrows, colors and shapes, and Japanese or multilingual text. The useful system is the whole sign—not the little picture in isolation.
JIS Z 8210 standardizes public-information symbols used across transport, public and tourist facilities; it is a vocabulary, not a requirement that every local sign look identical.
ISO 7001:2023 covers public-information symbols across public locations and explicitly allows words to accompany them when that improves comprehension.
In January 2025, Japan added four JIS standards covering pictogram design principles and a common method for testing how well people understand a graphical symbol.

A successful pictogram is not a tiny illustration chosen by instinct. It is one component in a designed chain from a complicated place to a decision made under time pressure.

Facilities and services
Toilets, information, elevators, baggage and ticket services answer ‘what is here?’ They are the core territory of public-information symbol standards such as JIS Z 8210 and ISO 7001.
Transport and wayfinding
Rail, bus, airport and transfer symbols work with operator colors, line letters, station numbers, arrows and maps. The symbol identifies a mode or function; the other layers identify the exact route.
Safety and emergency
Emergency exits, warnings, prohibitions and disaster-evacuation signs use controlled shapes, colors and separate safety standards. A traveler should not treat them as decorative variations of ordinary amenity icons.
Local conduct and tourism
Destinations also create pictograms for queueing, photography, litter, luggage or protected spaces. These can explain a local request quickly, but unfamiliar rules usually need wording beside the image.
Why there are so many
Japan’s busiest public spaces have a compression problem.
A large Japanese station may combine several railway companies, numbered exits, underground shopping, buses, taxis, toilets, elevators, lockers and neighborhood destinations. An airport or tourist site adds another challenge: visitors arrive with different languages and little time to learn the building. Writing every instruction in several scripts would make each sign larger and slower to scan.
A pictogram compresses one category of information. The train silhouette does not tell you the timetable, but it can help separate a railway route from a bus route. A wheelchair symbol does not describe every accessible path, but it can direct attention to an elevator or accessible facility. Repetition then lowers the cost of the next decision: once a traveler recognizes the form, the same form can be found again farther along the route.
The Japan Tourism Agency’s current public-transport guidance reflects that layered approach. It treats Japanese and English wording plus pictograms as the basic combination for directional, positional, usage and regulatory information, with other languages added according to local conditions. The policy is not ‘replace language with pictures.’ It is ‘use pictures to make multilingual information easier to navigate.’
The important limit
A pictogram is not automatically a universal language.
A simplified drawing feels self-explanatory after we know its meaning. Before that, people must map the image to an idea. A figure, line or color can carry different associations across age groups, countries and situations. Even familiar symbols can become ambiguous when they are too small, low-contrast, badly placed or detached from the thing they are supposed to identify.
ISO 7001:2023 makes the limitation explicit: its public-information symbols may be used with text to improve comprehension. The standard also excludes safety signs and fields such as road traffic that have their own rules. ‘Standard pictogram’ therefore does not mean that every icon seen outdoors belongs to one global dictionary.
Japan’s January 2025 standards are revealing for the same reason. METI introduced JIS Z 8211 parts 1–3 for general, facility and safety design principles, plus JIS Z 8212 for comprehension testing. If a picture communicated naturally to everyone, design rules and user tests would be unnecessary. The standards exist because understanding has to be engineered and checked.
An influential precedent
Tokyo 1964 showed the power of a coordinated visual system—but did not invent all pictograms.
The Olympic Studies Centre describes the Tokyo 1964 sports pictograms as a response to participants and spectators from an increasing range of countries. Under art director Masaru Katsumi, the team reduced each sport to simple, schematic forms. The set became an influential model for later Olympic host cities because it made a multilingual event easier to follow as one designed system.
That history is often compressed into the claim that Japan invented pictograms in 1964. The careful version is narrower. Picture signs and symbolic communication existed long before the Games. Tokyo 1964 made a coordinated family of sports pictograms highly visible and demonstrated how consistent graphic rules could organize an international event.
The distinction matters because today’s railway, toilet, emergency and tourism signs did not all descend unchanged from one Olympic set. They come from different institutions, standards and revisions. Tokyo 1964 is part of the design history; it is not a complete origin story for every small figure on a Japanese wall.
From event to public standard
The 2002 World Cup era accelerated a shared national vocabulary.
Before the 2002 FIFA World Cup in Japan and Korea, transport and public facilities often used their own symbol schemes and Japan’s alignment with international practice was incomplete. The Foundation for Promoting Personal Mobility and Ecological Transportation assembled a standardized Public Information Symbols Guideline in March 2001 for transport, tourism, sport and commercial facilities.
Japan then established JIS Z 8210 in 2002. The point was not to decorate every building with more icons. It was to make a toilet, information desk or railway service more likely to be represented consistently when facilities did use a pictogram. The guideline has continued to evolve as JIS and ISO registers change and as new accessibility and visitor needs emerge.
Major events created deadlines and unusually diverse audiences, but the lasting value appears after the event: a reusable vocabulary can spread through everyday stations, civic buildings and attractions. That is why the history includes both spectacular international moments and slower committee work on tests, line weights, shapes and meanings.
JIS meets ISO
Standardization is a negotiation, not a freeze-frame.
National and international symbols sometimes share a meaning while using different drawings. Ahead of Tokyo 2020, METI reviewed 90 cases where JIS and ISO meanings matched but designs differed. A survey of roughly 1,000 people in Japan and 1,000 people from overseas compared comprehension. Seven JIS designs were changed to align with ISO in the July 2017 revision.
Even then, visual change could not be instant. METI allowed a two-year transition for five replaced designs, and a symbol deleted from the JIS could still remain in use. Facilities renovate on different cycles; signs cost money; an old form may still be locally understood. Travelers can therefore encounter legitimate-looking variants instead of one perfectly synchronized national interface.
The current METI pictogram portal and the Ecological Mobility Foundation’s guideline distinguish JIS, ISO and guideline status. Those labels are useful to designers, but the practical traveler lesson is simpler: use the picture to identify a category, then verify the adjacent word, number, arrow or map before moving.
The complete sign
Arrows, colors, words and numbers do different cognitive work.
Consider a railway transfer sign. A train pictogram says ‘railway.’ A line color and letter identify an operator’s route. A station or exit number creates a short, language-light reference. Japanese and English names distinguish places that may look similar in transliteration. An arrow says what to do at this particular junction. Removing any one layer makes some users work harder.
Tokyo Metro’s current visitor instructions show the system in use: the passenger first identifies the subway entrance and station name, then follows overhead signs, and later uses numbered yellow exit signs and vicinity maps. The icons support this sequence, but no single icon specifies the whole journey.
Color is also support, not proof. Lines can share similar hues, printing and lighting alter appearance and some users do not distinguish certain colors reliably. Good wayfinding repeats meaning through shape, text, number and position. Universal design is strongest when users have several ways to recover the same instruction.
New needs create new pictures
Some icons describe a local rule, so they need more explanation—not less.
The Japan Tourism Agency’s current responsible-traveler project includes 28 tourism pictograms: 20 show prohibited actions and eight show recommended actions. They address behavior such as crowding, luggage, protected places and photography through images, colors and supplementary multilingual wording. Local stakeholders helped identify the situations that needed explanation.
This is a different design problem from finding a toilet. A traveler may immediately recognize a camera but still not know whether the crossed symbol applies everywhere, only beyond one gate, only during a ceremony or only to flash photography. The image attracts attention and frames the topic; nearby text and the physical boundary define the rule.
The set also shows why Japan’s pictogram landscape continues to grow. New services, devices, hazards and visitor patterns create concepts that older standards did not cover. A local sign may be helpful without yet being nationally standardized. Consistency remains the goal, but a living public vocabulary must also adapt.
For a traveler
Read the sign as a stack of clues, not a picture puzzle.
Start with the pictogram to identify the broad category. Then read the nearest English or Japanese label, line letter, exit number and arrow. Continue looking for the same combination at the next decision point. A screenshot of the destination name and its Japanese characters can help staff resolve uncertainty that an icon cannot.
Do not improvise a meaning for an unfamiliar prohibition, safety or evacuation symbol. Look for wording and follow staff instructions. Emergency-exit and hazard signs use controlled color and shape conventions; tourist-manners icons can be much more local. If two arrows or symbols appear to conflict, use the full signboard and location map rather than following whichever drawing seems friendliest.
Accessibility requires the same caution. A wheelchair symbol may identify an accessible facility or route, but it does not guarantee every step, gradient, platform gap, toilet feature or operating hour. Check the operator’s current accessibility information or ask staff for a step-free route. The pictogram begins the conversation; it does not certify the whole journey.

The bigger idea
Pictograms work less like illustrations and more like shared infrastructure.
The visible icon is the smallest part of a large coordination project. Researchers test comprehension. Standards bodies define families and principles. Ministries publish guidance. Operators combine symbols with their route systems. Facilities replace signs on renovation cycles. Staff and travelers test the result every day by either finding the destination or getting lost.
That system explains both the impressive consistency and the exceptions. Japan has invested heavily in repeatable visual cues, especially where many people move quickly across language differences. Yet different operators, old installations and local rules ensure variation. The honest description is a coordinated ecosystem, not one centrally controlled national signboard.
Look at the next station sign with that infrastructure in mind. The small figure is doing useful work, but the arrow beside it, the word below it and the fact that the same combination appears again around the corner are what make the journey possible.
